50 Jaar na de Afkondiging van de Staat van Beleg


50 jaar is verstreken sinds dictator Marcos de Staat van Beleg afkondigde, maar ook zonder formele verklaring duren de schendingen van de mensenrechten voort.

Op 21 september 1972 kondigde Ferdinand Marcos de Staat van Beleg af en begon zijn door de VS gesteunde militaire dictatuur. Na de verdrijving van dictator Marcos in 1986 (na 20 jaar presidentschap) was er een uitbarsting van optimisme ten aanzien van veranderingen. De People Power - opstand tegen de dictatuur van president Marcos - werd gedreven door enorme armoede en repressie en door het verlangen naar democratie en economische voorspoed.

Echter, geen enkele president heeft hervormingen doorgevoerd die nodig zijn om arme Filippino’s een menswaardig bestaan te bieden. Er zijn tekortkomingen op het bestrijden van corruptie, het creëren van nieuwe industrieën en banen, overheidsuitgaven voor ontwikkeling van de landbouw en landhervorming. Steeds meer Filippino’s zijn genoodzaakt om in het buitenland te gaan werken.

Door de blijvende armoede en landloosheid, toenemende werkloosheid, de ontoereikende sociale diensten, plundering van land en hulpbronnen, inclusief die van voorouderlijke domeinen, zijn sociale ontevredenheid en onrust een vast gegeven. In deze situatie heeft de bevolking geen andere keuze dan op te komen voor hun rechten, hetgeen helaas wordt beantwoord met ernstige overheidsrepressie.

50 jaar is verstreken sinds Marcos sr. de Staat van Beleg afkondigde, maar ook zonder formele verklaring duren de schendingen van de mensenrechten voort: zoals illegale arrestaties en detentie, verdwijningen, buitengerechtelijke executies van mensenrechtenactivisten. Geestelijken, advocaten, vakbondsmensen, journalisten, boerenleiders, studenten, politici e.a. zijn vermoord.

De Wereldraad van Kerken, Internationale Solidariteitsbewegingen en -missies, Advocaten voor Advocaten, Amnesty International, de Mensenrechtencoalitie (ICHRP), VN Mensenrechtenraad (UNHRC), Internationale Tribunalen (IPT) e.a.  maakten melding van de schendingen en van het feit dat de overheid verzaakt haar burgers te beschermen en de maatschappelijke en democratische ruimtes inkrimpt.

Wij pleiten voor herstelbetalingen voor alle slachtoffers van de Staat van Beleg en de periode daarna, en dat de verantwoordelijken voor de wreedheden worden berecht. Wij hebben geen reden om aan te nemen dat Marcos jr. dat zal aanpakken. Het is noodzakelijk dat de internationale gemeenschap waakzaam is ten aanzien van president Marcos jr. en iedere schending van de mensenrechten veroordeelt.

Wij verlangen:

  • Gerechtigheid en herstelbetalingen voor alle slachtoffers van de Staat van Beleg en van de periode daarna tot heden.
  • Gerechtigheid voor de vermoorde Italiaanse missionarissen Tulio Favali (1981) en Fausto Tentorio (2011) en de Nederlander Willem Geertman (2012).
  • Vrijlating van alle politieke gevangenen en intrekking van alle verzonnen aanklachten tegen onschuldige boerenleiders, religieuzen, mensenrechtenactivisten, vrouwenleiders e.a.
  • Oproep tot terugkeer van de gedwongen verdwijningen onder het huidige Marcos-regime en alle eerdere verdwijningen.
  • Start ICC onderzoek naar de vermoedelijke misdaden tegen de menselijkheid begaan in de schaamteloze bloedige oorlog tegen drugs van president Rodrigo Duterte.
  • Hervatting van de Vredesbesprekingen tussen de Regering van de Filippijnse Republiek (GRP) en het Nationale Democratische Front van de Filippijnen (NDFP).

50 YEARS AFTER THE DECLARATION OF MARTIAL LAW

50 years have passed since the dictator Marcos declared Martial Law in the Philippines, and though he formally ended it in 1981, human rights violations persist, and justice remains elusive to this very day.

On September 21, 1972, Ferdinand Marcos Sr. imposed Martial Law in the Philippines and began his US-backed military dictatorship. His regime would span 20 years until his ouster in the 1986 People Power uprising. It was an uprising fueled by enormous poverty and political repression and driven by people’s desire for democracy and economic prosperity. A massive surge of optimism followed the ouster of the dictator.

However, the presidents that came after him did not implement the necessary reforms to provide a decent life for poor Filipinos. There were shortcomings in fighting corruption, creating new industries and jobs, and allocating government funds for agricultural development and land reform. More and more Filipinos were forced to work abroad.

Persistent poverty and landlessness, rising unemployment, inadequate social services, plundering of land and resources, including ancestral domains, led to greater social dissatisfaction and unrest. In this situation, the people are left with no choice but to stand up for their rights, which unfortunately is met with severe government repression.

50 years have passed since the dictator Marcos declared Martial Law in the Philippines, and though he formally ended it in 1981, human rights violations persist in the form of illegal arrests and detentions, disappearances, and extrajudicial executions of human rights activists. Clerics, lawyers, trade unionists, journalists, peasant leaders, students, politicians and others have been murdered.

The World Council of Churches, International Solidarity Movements and Missions, Advocates for Lawyers, Amnesty International, the Human Rights Coalition (ICHRP), UN Human Rights Council (UNHRC), International Tribunals (IPT) and others reported these violations. They also highlighted government’s failure to protect its citizens and the increasingly diminishing social and democratic spaces in the country.

We call for reparations for all victims during Martial Law and after, and for those responsible for the atrocities to be brought to justice. We have no reason to believe that Marcos Jr., the current President, will take the necessary action to enforce justice. It is imperative for the international community to stand vigilant against President Marcos Jr. and condemn any further violation of human rights in the Philippines.

We call for:

  • Justice and reparations for all victims of human rights violations during Martial Law up to the present time
  • Justice for the murdered Italian missionaries Tulio Favali (1981) and Fausto Tentorio (2011) and the Dutch citizen Willem Geertman (2012).
  • The release of all political prisoners and withdrawal of all fabricated charges against innocent peasant leaders, religious sector, human rights activists, women's leaders and others
  • Call for the return of the enforced disappearances under the current Marcos regime and all previous disappearances.
  • Launch the investigation of the International Criminal Court (ICC) into suspected crimes against humanity committed in President Rodrigo Duterte's bloody war on drugs.
  • Resumption of Peace talks between the Government of the Republic of the Philippines (GRP) and the National Democratic Front of the Philippines (NDFP).
