Stop Deportatie van Otto de Vries en Laster tegen EILER

De Nederlander Otto de Vries doet al 30 jaar pastoraal werk in de Filippijnen. Hij werd indertijd uitgenodigd door bisschop, Mgr. J. Labayen, in het bisdom Infanta, om de Kerk van de armen te leven. Die oproep had Otto geïnspireerd om zich onder te dompelen in de dagelijkse realiteit van de arbeiders. Zijn leven met de arbeiders werd de bron van zijn motivatie. Jarenlang was Otto arbeider in de Filippijnen. Hij heeft gewerkt als lasser, monteur en elektricien.
De Filippijnse overheid wil Otto de Vries nu weren. Onlangs is zijn visum voor permanent verblijf ingetrokken.
Otto ondervond aan den lijve de hardheid van het bestaan in de bouwindustrie, de onzekerheid als contractarbeider, het nauwelijks verdienen van het minimumloon en de verslechterende arbeidsomstandigheden bij onderaanbesteding van werkzaamheden. Hij documenteerde zijn ervaringen en analyseerde de concrete maatschappelijke context. Deze besprak hij met de aangestelde bisschop en later deelde hij ervaring en kennis over de arbeiderssituatie met het Oecumenisch Instituut voor Arbeidseducatie en Onderzoek (EILER). Gezien Otto’s fysieke gestel kon hij op een gegeven moment geen lichamelijk werk meer uitvoeren. Op verzoek zet hij zich nu in voor het EILER instituut, dat zich al 40 jaar inspant voor de rechten en het welzijn van arbeiders.
Maar dit is nog niet alles.
De National Intelligence Coordinating Agency (NICA) beschuldigt EILER ervan aan een communistische terroristische groep gelieerd te zijn. Deze zwartmakerij is overduidelijk een inspanning van de regering Duterte om een organisatie die voorstander is van arbeidsrechten te ondermijnen. EILER werd in de jaren zeventig als een kerkelijk arbeidscentrum opgericht door kerkmensen, verdedigers van arbeidsrechten en werd in de jaren tachtig een oecumenische diensteninstelling voor arbeiders. Sinds de start tijdens de donkere dagen van de dictatuur van Marcos hebben ze onmiskenbaar de rol erkend van vakbonden, arbeidsorganisaties, kerkmensen, onderzoekers en maatschappelijke organisaties die werken aan sociale rechtvaardigheid en aan de bevordering van de rechten en het welzijn van arbeiders.
- De NFS heeft veel bewondering voor het werk van EILER. Wij veroordelen ten zeerste de inspanning van de regering Duterte om de integriteit van EILER in twijfel te trekken. Wij roepen de regering Duterte op de laster tegen EILER te stoppen.
- De NFS heeft veel respect voor het werk van Otto de Vries. Met zijn inzicht in de maatschappelijke context maakt hij zich verdienstelijk voor de arbeiders. Wij roepen de regering Duterte op tot het weer verstrekken van een visum voor permanent verblijf aan Otto de Vries.

The Dutch citizen Otto de Vries has been doing pastoral work in the Philippines for the last 30 years. He was invited by Bishop Julio Labayen of the Diocese of Infanta to live the Church of the Poor. That call inspired Otto to immerse himself in the day-to-day realities of the workers. His life with the workers became the source of his inspiration. For many years Otto was a worker in the Philippines. He has worked as a welder, mechanic and electrician.
The Philippine government now wants to ban Otto de Vries. His permanent residence visa was recently revoked.
Otto experienced firsthand the harshness of life in the construction industry, the insecurity as a contract worker, earning barely the minimum wage and the deteriorating working conditions of subcontracted work. He documented his experiences and analyzed the concrete social context. He discussed this with the concerned bishop and later shared experience and knowledge about the workers' situation with the Ecumenical Institute for Labor Education and Research (EILER). Given Otto's physical constitution, at one point he could no longer perform any physical work. Upon request, he is now working with the EILER Institute, which has been promoting the rights and welfare of workers for 40 years.
But that is not all.
The National Intelligence Coordinating Agency (NICA) is accusing EILER of being affiliated with a communist terrorist group. Clearly, this slander is an effort by the Duterte government to undermine an organization that advocates labor rights. EILER was founded in the 1970s as a church labor center by church people, defenders of labor rights, and became an ecumenical service institution for workers in the 1980s. Since its inception during the dark days of the Marcos dictatorship, they have undeniably recognized the role of trade unions, labor organizations, church people, researchers and civil society organizations working for social justice and the promotion of workers' rights and welfare.
- The NFS greatly admires the work of EILER. We strongly condemn the efforts of the Duterte government to undermine the integrity of EILER. We call on the Duterte government to stop the slander against EILER.
- The NFS has great respect for the work of Otto de Vries. His insight into the social context makes him valuable to the workers. We call on the Duterte government to re-issue a visa for permanent residence to Otto de Vries.
